Terry Vaughn Referee Academy
Kim Oberle was first certified by US Soccer in 1985 in North Carolina. Her referee career spanned 22 years, culminating in her appointment to the FIFA International Panel of Referees in 2005. During her career, she worked in domestic men's and women's professional leagues from 1997 until 2007 and was appointed to 24 international matches including the U20 Women's World Cup Qualifiers before she retired. In "retirement", she continues to serve the game as a USSF National Referee Coach and PRO referee coach on matches in the NWSL, NASL, and USL. Kim has also been a referee assessor for CONCACAF, serving at Women's World Cup Qualifying tournaments in Guatemala and Grenada.
Tom Bobadilla, former AYSO National Referee Program Administrator and publisher of "Whistle Stop", AYSO's official refereeing newsletter, is "a friend of the referees". Tom has served and continues to serve the game we love in so many ways. He is a former FIFA Assistant Referee and former Major League Soccer Assistant Referee. His most recent responsibility was managing the AYSO National Referee Program for the last 8 years. Tom is currently a member of the US Soccer Referee Committee and is a USSF National Referee Coach.
Mike Oliver has been a NISOA National Referee, National Assessor and has refereed most major conferences including Big 10, ACC, Big East, Big 12, Horizon, and Missouri Valley. He has also refereed several Conference Championship Tournaments in the Big 10, Big East, Horizon League and the NCAA D-3 Women’s Final, D-1 Men’s Round of 16, and D-1 Men’s Quarterfinal as an AR. Mike is currently a NISOA National Clinician and author of numerous Referee Magazine articles. Mike received the NISOA Region VIII Referee of the Year Award in 2006.
Joe Bean is an Illinois High School Association (IHSA) certified clinician and former USSF State Referee Instructor and Assessor. He began his high school soccer officiating career more than 15 years ago, and has officiated in five Illinois State Championship Finals Tournaments and has served as Coordinator of Officials at the Illinois State FinalsTournament four times. He was named IHSA Girls Soccer Referee of the Year in 2008 and IHSA Boys Soccer Referee of the Year in 2015. Joe is also a contributor to Referee Magazine.
Gareth Smith, a Scotland native, played for Scottish Premier League Motherwell FC as a youth Academy and reserve team player. He currently serves as Director of Coaching Education for Iowa Soccer and men's coach at Drake University. He has a PhD in Education and Leadership from Drake University, a Master’s in Physical Education from Emporia State, and a Bachelor’s degree from the University of Abertay in Dundee, Scotland in coaching, development, and administration. Gareth has coaching experience at Club, College, State/Regional ODP, and Youth National Team levels. He holds a USSF ‘A’ license, UEFA license, USSF National Goalkeeping license, and US and Scottish FA National Youth licenses.

Justin Mack has been a USSF Grade 4 National Assistant Referee since 2015. He has refereed at 7 US Youth Soccer Region 2 Tournaments and was selected to represent Iowa and Region 2 in 2009 and 2010 at the US Youth Nationals as an AR. Justin was selected to the 2010 US Soccer Development Academy National Finals, USASA Amateur Regionals, Tournament of Champions, and National Cup Finals in 2016 and 2017, and the 2017 USASA Fricker and Mengel Cup National Finals as an AR. He currently referees DA, PDL, NPSL, UPSL, USASA, NASL, USL Pro, and US Open Cup matches.
Royce Van Roekel is a USSF Grade 5 State Referee. He has refereed at the US Youth Soccer Regional Presidents Cup, Midwest Region 2 Championship Series, National Presidents Cup, Youth National Champion-ships, Development Academy Winter Showcase and Summer Playoffs, USASA Regional Championships, and the Region 2 Tournament of Champions. Royce has refereed adult amateur soccer in the PDL, NPSL, and the Fricker and Mengel Cup Championships. He has also refereed at the professional level including the United Premier League of America, USL, and NASL.
Rob Sorey is also a USSF Grade 5 State Referee. Now that the Recertification / Re-registration Cycle is over for 2018, plan NOW to satisfy your annual Recertification requirements for next year by attending the TVRA: Academy and Advanced Clinic. Attendance will automatically satisfy your 5 hour continuing education requirement for re-registration with US Soccer.
Although the day is commonly referred to as the Terry Vaughn Referee Academy (or TVRA), there are actually 2 events going on simultaneously on March 3rd, i.e, an Academy plus an Advanced Clinic.
If you are a new or relatively new referee, a Grade 9, 8, or new Grade 7 referee, or AYSO Basic referee working youth matches only, then you should attend the Academy sessions held in the Auditorium.
If you are a USSF State Referee Grade 6 or higher, IHSAA / IGHSAU soccer official, NISOA referee, or a USSF Grade 7 Referee wanting to upgrade this year, then you need to be in the Advanced Clinic sessions held in the Forum. Referee Instructors, Assessors, and Assigners should also be in the Advanced Clinic.
Whether you are in the Academy or Advanced Clinic, you will have the opportunity to listen to each of our 6 speaker groups – 3 in the morning and 3 after lunch. Each session will last 45 minutes with 10 minutes between each presentation.
The lunch hour will provide an opportunity for the sponsors and the Iowa Referee Committee (IRC) to address the attendees and answer questions.
The TVRA is FREE! All you have to do is get there. Lunch is provided at NO CO$T to you and there are prize giveaways / raffles provided by the sponsors at the end of the day.
